Description:

The specification uses URI type for various attributes such as MatchBy, Scheme and SequenceId. The spec however is silent about how to compare these URIs. For example, is the MatchBy value "http://schemas.xmlsoap.org:80/ws/2005/04/discovery/rfc2396" same as  "http://schemas.xmlsoap.org/ws/2005/04/discovery/rfc2396"?

 

Proposed Resolution:

A clarifying text should be added to specification where these attributes are defined that says that these URIs should be compared as per the Section 6.2.1 of the URI RFC 3986, i.e. Simple String Comparison.
