Description:
Section 2 Terminology and Notations is a section which typically
introduces notations and conventions for the rest of the document. In
WS-Discovery, there are also several normative statements in this
section, which may be overlooked by the casual reader.

Proposed resolution:
Move those normative statements into latter sections of the document.
