Section 6.1.1 says:
R3008: A HOSTED SERVICE MUST at least support Filtering by the Dialect "http://schemas.xmlsoap.org/ws/2006/02/devprof/Action".

R3012: A HOSTED SERVICE MUST NOT generate a wse:FilteringRequestedUnavailable SOAP Fault in response to a Subscribe SOAP ENVELOPE with a Filter Dialect of "http://schemas.xmlsoap.org/ws/2006/02/devprof/Action".
This is redundant.

These requirements seem redundant
