Thanks Elmar--this is a good catch!

I realize we haven't accepted or discussed this, but I want to clear up any confusion before the interop event.

Nothing in the interop scenarios is intended to override the spec, so in cases where the two contradict each other, the spec should take precedence.

This error is just a copy/paste mistake--please rely on DPWS for the proper URI for Action filtering.

I'll update this at some point so the CD1 scenarios are consistent, but it won't happen before the interop event.
