Update on this issue:

Line 715 of DPWS CD1 introduces Section 5.4 by mentioning DEVICEs as the main target of the policy assertion. However, the rest of the section defines requirements which apply to SERVICES:

To indicate that a DEVICE is compliant with this profile, this profile defines the following WS-Policy [WS-Policy] assertion

Proposed resolution (changes in red):

To indicate that a SERVICE is compliant with this profile, this profile defines the following WS-Policy [WS-Policy] assertion


Important note:
The proposed resolution clarifies the use of WS-Policy assertions for HOSTED SERVICES (a specialization of SERVICE), which must be described through WSDL documents (per section 5.3), however it does not really solve the issue for DEVICEs, as no DPWS requirements constrain them to be described through WSDL documents (all requirements in Section 5.3 apply only to HOSTED SERVICES). Requirements in section 5.4 are more or less meaningless in the absence of a WSDL document.

Description:
it is not clear whether R2037 applies to devices, hosted services or
both. While hosted services have an associated WSDL document which can
be extended with WS-Policy information, it is not clear from the
specification that devices have an associated WSDL document. Currently,
the WSDL section of the specification only mentions hosted services. If
devices should have WSDL documents associated to them, rules for writing
them should be explained, as the semantics of WSDL elements applied to
devices is not obvious.
