There is a consistency problem with the metadata version in ws-discovery and the metadata of DEVICEs:

(1) In a static scenario, a CLIENT can directly retrieve the metadata of a DEVICE but doesn't know the metadata version.

(2) A CLIENT knows the metadata version of a DEVICE and retrieves the metadata. At the same time or shortly before the CLIENT receives a hello message with a higher metadata version. In this scenario the client can't detect if the retrieved metadata version is valid.

Proposed solution: Include a metadata version attribute in the relationship element or in the metadata section
