We need an introduction to the security section that clearly defines the minimum set of authentication and encryption technologies described later in Section 7.  Section 7 describes a negotiation framework but does not actually glue together the pieces that may be used in a secure setting.

 

Proposed change: Add an introduction and relevant restrictions to bind together x.509v3 certificates and TLS/SSL as described later in Section 7.
