We discussed this issue during our face-to-face meeting and agreed on a modified text. As part of applying the resolution for this issue I was also asked to fix the normative outline for the Bye message and make it consistent with the schema. Attached is the change that I applied to the working draft. Please review and let me know if you have questions or comments.

Description:


Section 4.2.1 says:  
A Target Service SHOULD send a one-way Bye message when it is preparing to leave a network. (A Target Service MUST NOT send a Bye message when its metadata changes.)

The notions of "leaving the network" is fuzzy, so it is not clear for instance if a change of IP address should generate a new Bye message.

Proposed resolution (changes in red):
A Target Service SHOULD send a one-way Bye message when one or more of its advertized transport addresses is going to become invalid. (A Target Service MUST NOT send a Bye message when its metadata changes.)
