Description:
The proposed resolution for issue 136 changes the semantics of the
UNICAST_UDP_REPEAT and MULTICAST_UDP_REPEAT constants, which become a
count of the number of retransmissions instead of the number of
transmissions (including the first one).

Proposed resolution
In order to keep the total number of transmissions in DPWS equal to 2,
both constants should be set to 1 (instead of 2) in Appendix B of the
DPWS spec.
