Subject: WS-DD TC Charter Clarification -- proposed motion during April 28teleconference


Dear Members of the WS-DD TC:

 

It has been proposed that the Charter of the OASIS Web Services Discovery and Web Services Devices Profile (WS-DD) Technical Committee be clarified, using the Charter Clarification Process defined in Section 2.11 of the OASIS Technical Committee Process, in order to more fully describe what the TC will do following the standardization of Version 1.1 of the specifications. The text of the proposed clarification appears below [1]. In accordance with the Process, this clarification does not broaden or otherwise change the scope of the work as defined in the charter, but expands the list of deliverables within the existing scope.

 

Approval of this charter clarification requires a Special Majority Vote of the TC, in which at least two-thirds of the total number of Voting Members vote Yes and no more than one-fourth of them vote "No". Special Majority Votes are always conducted by electronic ballot set up by the OASIS TC Administrator. To initiate the vote, a motion needs to be made and seconded that the charter be clarified, and proposing the text of the clarification. The plan is for this motion to be made during the April 28 teleconference. Of course, the text of the proposed clarification can be further amended on the call, but once the text is settled and after any discussion, we will record in the minutes that the motion has been made. The TC Chairs will then forward the minutes of the meeting to the TC Administrator and request that the vote be conducted.

 

As a reminder, the TC Administrator may prevent the proposed clarification from coming to a vote if it is not in conformance with OASIS policies; she has 15 days to either reject the proposed clarification and inform the TC of the reasons for the rejection, or to accept it and initiate the electronic ballot. If the Administrator approves the clarification, we will all be notified by email when the ballot is opened, and then will have seven days to vote.

 

Please proceed to obtain any internal approvals of the charter clarification that you need from your companies so that we’ll be prepared to proceed with the motion and vote. If more time is needed for review or approval, or you have any questions about the proposed clarification or the process, just let us know.

[1] Proposed Charter Clarification

 

The last paragraph of the Deliverables section of the Charter of the OASIS Web Services Discovery and Web Services Devices Profile (WS-DD) Technical Committee currently reads as follows:

 

Ratification of the DPWS, WS-Discovery, and SOAP-over-UDP specifications as OASIS standards, including a brief maintenance period, after the specifications are ratified as a standard, to address any errata, will mark the end of the TC's lifecycle.

 

Clarify the charter by replacing the aforementioned paragraph in its entirety with the following text:

 

Following approval of Devices Profile for Web Services Version 1.1, WS-Discovery Version 1.1, and SOAP-over-UDP Version 1.1 specifications as OASIS standards, the TC will enter an extended maintenance period during which it may adopt Approved Errata for DPWS, WS-Discovery, or SOAP-over-UDP in accordance with the OASIS Technical Committee Process. The maintenance period will continue until the TC is Closed in accordance with Section 2.15 of the OASIS Technical Committee Process. During the maintenance period, in addition to any Approved Errata that may be adopted, the TC will deliver updated DPWS, WS-Discovery, or SOAP-over-UDP specifications, or any combination thereof, as revised OASIS standards, to address the following, if required:

 

(1)   Update the references in DPWS to WS-Eventing, WS-MetadataExchange, and WS-Transfer specifications to reference the W3C Recommendation version of those specifications, and profile those specifications as necessary to accommodate changes included in them;

 

(2)   Update the reference in DPWS to WS-I Basic Profile Version 1.1 specification to reference the WS-I Basic Profile 2.0 specification, if that specification is approved in WS-I prior to or at approximately the same time as approval of the relevant W3C Recommendations produced by the W3C WS-ResourceAccess Working Group;

 

(3)   Incorporate Substantive Changes resulting from (a) reconsideration of technical issues originally introduced to the TC prior to approval of Version 1.1 of DPWS, WS-Discovery, and SOAP-over-UDP specifications but deferred for later consideration, (b) resolution of specification ambiguities or flaws identified through implementation experience or interoperability testing of elements of Version 1.1 of DPWS, WS-Discovery, and SOAP-over-UDP specifications; and (c) further specification profiling, clarification, and enhancing of security in DPWS identified through implementation experience or interoperability testing; and,

 

(4)   Incorporate previous Approved Errata and other corrections, clarifications and editorial changes that are not Substantive Changes.
