Prasad/Steve - approve minutes from 29 Mar 2011 - UNAN

Election - Micah Hainline was elected to fill out the Steering  
Committee - term ends Nov 2011.

Vice Chair Officer Election -
   Mike DN and Jeff M are candidates for Vice Chair
   Vote by secret ballot, send email to scott.mcgrath@oasis-open.org  
by 11:59 EDT on tuesday 26 April 2011 stating your preference.

Discussion of possible TC charter
    long discussion on IPR mode - i'm not gonna try to summarize the  
arguments
    Ram in favor of RAND, possibly RF on RAND
    Prasad preference for non-assert, but has some questions on some  
of the implications
    Steve preference for non-assert
    Jeff preference for non-asssert
    Joel preference for non-assert
    Mike Douglass preference for non-assert

Jeff brought up adding BSP 1.1 to the scope, so that there would be  
only one new TC chartered to handle all the ws-i profiles.
    Joel, Steve, Ram in favor.

MikeDN discussed the finances of ws-i.org.
