Hi Gil,

I have no explanation for the partial document download.  But the table of contents issue is due to the fact that the TOC URIs reference the  members-only site which makes no sense in a public document.   

For instance,

http://mp.ws-i.org/apps/org/workgroup/rspwg/download.php/6011/latest/ReliableSecureProfile-1.0-Final.html#introduction

should be

http://www.ws-i.org/Profiles/ReliableSecureProfile-1.0-2010-11-09.html#introduction

and so on.

The document at http://www.ws-i.org/Profiles/ReliableSecureProfile-1.0-2010-11-09.html is broken. When you do a GET on that URL you only receive a partial document. It stops at section 5.1.1. I've verified this behavior with Chrome, Firefox, and IE. Also the links in the Table of Contents take you to http://kavin.com/#whatever.
