You are correct, WDs don't require approval and at the last f2f we 
already decided to let the editors decide when to bring forward a new WD 
-- it is just a snapshot of where we are. And you are also right about 
the issue status change (you would be, since you are the keeper of the 
issues list) wrt to publishing a new WD.
