Splitting of wsdl and schema files is primarily for the editors'
convenience. So essentially whatever works for the editors team to keep
track of these artifacts is good enough. Gil's suggestion below to use
only the latest version and not worry about revving up for each wd seems
fine to me.

As far as the publicly visible versions are concerned (CD and CS), we
should bring the version numbers on all the related artifacts in synch.
Thoughts?
