Certainly better than getting a 404.

I'm not sure what kind of reference is appropriate here in a RDDL file. 
Any precedence we can follow?
What about http://www.ietf.org/rfc/rfc3778.txt
ietf.org reference seems like a better thing to use rather than isi.edu.
