I don't completely understand the question. Are you asking if:

1.) The Application Source can specify the QOS between itself and the 
Application Destination?

2.) The Application Source can specify the QOS between itself and the RM 
Destination?

3.) The RM Source can specify the QOS between itself and the Application 
Destination?

4.) The RM Source can specify the QOS between itself and the RM Destination?
