May I suggest that the owners of the issues come prepared to the call
with links to any proposals since the last call handy so that they can
be cut-pasted in to the IRC/chat-room. Tom, I am hoping that you can
pick the links for proposals from the IRC. If this process doesn't work
out, let us think of a better alteranatives later (update the issues
list before the call, chairs to update the agenda just before the call,
etc).

I would also suggest that the TC members should research in advance the
issue text, relevant emails posted to the list, etc, *before* the call
and not waste the precious conf-call time for reviewing and
understanding the proposals online. The proposed list of issues for
discussion is published much in advance (on Monday) of any call (on
Thursday) precisely so that the issue owners and other TC members can
arrive prepared.
