They are certainly NOT dups.
 
We have opened i035 to clarify the usage of anonymous URI in an EPRs. The language in WS-A was not permissive to allow usage of anonymous URI in EPRs that were not defined by WS-A. As a result, I got an action item to change the language in WS-A by communicating the needs of this TC and our proposal to change the language. There was a CR issue opened and the wording proposal was accepted by the WS-A wg.
 
Here is the pointer to the email that I have sent to the tc on this issue when the issue was closed by WS-A wg [1].
 
We should close i035 since we got what we want from WS-A. It is really not closing without any action, since we made a request to WS-A and it was accepted.
 
As Doug points out i061 is a different matter and relates to whether WS-A SOAP/HTTP binding supports (or not supports) piggybacking ACKs.
 
Paul, you may want to put this into the agenda as this is a low hanging fruit.

They are definitely related.  If I remember correctly i035 was opened to make sure we do something with anonymous URIs.  Umit was going to track what happened with WSA and at the F2F I raised a concern that no matter what the WSA WG did it probably wouldn't satisfy all of our needs - especially w.r.t. piggy-backing of acks.  Hence issue i061 was opened to cover that.  I think i035 can be closed w/o action since WSA has text that describes what anonymous URIs means in the generic sense.  And I think i061 is still needed to explain the new notion of piggy-backing and creation of new messages (for acks) where otherwise one would not be sent.

In reviewing the issue list today I’m wondering if i035 and i061 are dupes of each other. They sure seem like it.
