operates at an endpoint level, changing the scope of the assertion to anything
finer grained will introduce complexity at a fundamental level with the
protocol. This will happen as the protocol messages such as CreateSequence etc.
are targeted at an endpoint, not at an operation or message. Changing the scope
of the assertion will mean the entire protocol needs to be reexamined for the
impact of this scope change. This impact would be more severe to the work on
the protocol itself and its implementation than the alternative which is to
separate operations or messages that have different RM needs into different
endpoints. Proposal: close with
