Nothing in Sanjay's proposal said anything about whether an endpoint
(RMD or RMS) MUST support use of MPS. I would certainly not be in favor
of any such language, as I am not certain that we like the idea
due to the fact that it requires that the RMS (at least) have access
to the WSDL and policy and we are concerned about the potential
performance implications of having to parse the message to determine
whether to apply RM or not. 
 
 
I'm not sure this is necessarily true. Maybe I'm thinking about this too simplistically, but it seems to me that the AS is the entity that bears the responsibility of routing a message via the RMS or not. One of the sources of information that the AS should use in making this decisions is (obviously) the WSDL of the service it is sending the message to. Its not clear to me that the RMS should care one way or another about the WSDL.
