WS policy framework spec has not changed

your no vote on wsrx specs has the following comment:

    were more minor than an incorrect namespace. First, we learn the
    schema reference to the Policy namespace is incorrect. Now, the
    Policy CR we are referencing will be out of date by the time RM is

    Regretfully, I have to change my vote on the current ballot to no.

The ws-policy attachment CR spec is being republished, to fix some UDDI 
related
problems.  However this will not require any namespace changes.

However the WSpolicy framework spec, which is the one referenced by 
WSRX, has not had
any indications of changing as of this time.

Thus the wsrx reference to ws policy is still stable.
