scribe: 2. Review of Agenda
scribe: agenda approved as is
scribe: tom moves, dug seconds approval of feb 14 minutes
scribe: unanimous concent
scribe: new issues?
scribe: none to discuss
scribe: 5. Issues Discussion
scribe: issue i162 Update WS-SecurityPolicy, WS-SecureConversation, and WS-Trust references
scribe: sanjay: editors, please update us on progress with specs
scribe: dug: specs updated for what I thought was i159 resolution... but anish pointed out that there were some missing editorial comments

Paul Fremantle: Sanjay I am on the call unfortunately my phone died just as I tried to signal my presence
scribe: mods to namespace table and a couple of sentences previous to that
scribe: I need to make those changes
Martin C: s/concent/consent/
scribe: should be able to make those changes today
Dug: http://lists.oasis-open.org/archives/ws-rx/200709/msg00003.html
scribe: dug: http://lists.oasis-open.org/archives/ws-rx/200709/msg00003.html is link to email from anish
scribe: dougb: to which spec do anish's comments refer?
scribe: dug: checking...
Dug:
3) In WSRM and MC spec:

In Table 1 add a new row:
| wsp |
http://www.w3.org/ns/ws-policy | WS-Policy 1.5 |

Remove the following text in section 1.4:
"The assertions defined within this specification have been designed to
work independently of a specific version of WS-Policy. At the time of
the publication of this specification the versions of WS-Policy known to
correctly compose with this specification are WS-Policy 1.2 and 1.5.
Within this specification the use of the namespace prefix wsp refers
generically to the WS-Policy namespace, not a specific version."

Dug: s/WSRM/WSRMP/
scribe: sanjay: there have also been some discussions regarding which specs to be referenced
scribe: dug: aside from changing the version number and other title stuff, the heart of changes are in references section

Dug:
[SecurityPolicy]OASIS WS-SX Technical Committee Editor Draft, "WS-SecurityPolicy 1.3"
http://docs.oasis-open.org/ws-sx/ws-securitypolicy/200802
[SecureConversation]OASIS WS-SX Technical Committee Editor Draft, "WS-SecureConversation 1.4"
http://docs.oasis-open.org/ws-sx/ws-secureconversation/200512
[Trust]OASIS WS-SX Technical Committee Editor Draft, "WS-Trust 1.4"
http://docs.oasis-open.org/ws-sx/ws-trust/200802
scribe: see changes above
scribe: dug: pretty sure that is all that was changed
scribe: ... aside from things like title page
scribe: sanjay: and of course, ws-policy 1.5
scribe: dug: yes
scribe: sanjay: so these are the first candidates for CDs...
scribe: ... but there are changes proposed by Anish
scribe: dougb: why don't we just have a vote now
Paul Fremantle: +1 DougB
Sanjay: 3) In WSRMP and MC spec:

In Table 1 add a new row:
| wsp |
http://www.w3.org/ns/ws-policy | WS-Policy 1.5 |

Remove the following text in section 1.4:
"The assertions defined within this specification have been designed to
work independently of a specific version of WS-Policy. At the time of
the publication of this specification the versions of WS-Policy known to
correctly compose with this specification are WS-Policy 1.2 and 1.5.
Within this specification the use of the namespace prefix wsp refers
generically to the WS-Policy namespace, not a specific version."

scribe: dougb: move to approve these documents as they currently appear in addition to the two small changes to the WS-MC and WS-RMP as outlined in anish's note (see sanjay's comment above)

scribe: martin chapman seconds
scribe: sanjay: discussion?
Doug Bunting: s/approve/approve as Committee Drafts/
scribe: dougb: as committee drafts
scribe: sanjay: no objections to unanimous consent
scribe: motion is passed
scribe: sanjay: we now have new CDs
scribe: 7. Ongoing TC Schedule
anish: +1
scribe: sanjay:recommend we slow down the schedule... maybe have call every 4-6 weeks
scribe: dougb: 6 weeks sounds fine, but if sxtc schedules meeting... chair should be able to schedule a call
scribe: sanjay: think we need to have call every 2 months
scribe: anish: we talked about doing a public review without the SX being done
scribe: if they finished after the public review, we can change the references and be ready to go as soon as SX is done
scribe: sanjay: have something to say
Martin C: would a change to the refernces to sx be substantive?
scribe: chrisf: 4 weeks is probably easier to schedule than 6 weeks
scribe: colleen: agree with chris... 4 weeks easier to schedule than 6 weeks
scribe: ... we may also have challenges with quorum
scribe: sanjay: so there are more than a few who think 4 weeks
scribe: dougb: think that the point that collen made is to be careful not to cancel meetings because if we do so, the meeting following will be difficult to achieve quorum

scribe: colleen: you have to have 2 calls in 60 days... could check process doc
scribe: sanjay: I too will check
scribe: ... anish is suggesting that we have a public review (60 days)
scribe: ... once we are ready to update, we can have a 15 day review for just the reference changes
Dug: "more efficient"?  does not compute.
scribe: tomr: like that idea
scribe: sanjay: then we need a motion to notify TC admin of a R draft
scribe: PR draft
scribe: dougb: isn't that an electornic vote?
scribe: sanjay: yes
scribe: now just need motion to instruct TC admin to set up ballot
scribe: tom rutt moves
scribe: martin chapman: you don't need special majority vote
scribe: Tom Rutt moves to make the spec a PR
scribe: anish seconds
scribe: sanjay: any objections?
scribe: colleen: confused
scribe: sanjay: take committe drafts and submit them for public review
scribe: colleen: don't we need to wait for SX?
scribe: martin: just gets the review out of the way
scribe: colleen: so 60 day now and 15 later when SX is ready?
scribe: sanjay: yes
scribe: colleen: so we don't update the SX references until after the first PR?
scribe: Tom Rutt go to PR now with specs as-is (without updating reference to SX specs)
scribe: dougb: but the SX references are non-normative
scribe: Tom clarifies that he meant the drafts we just voted on as CD
Sanjay: [SecurityPolicy]OASIS WS-SX Technical Committee Editor Draft, "WS-SecurityPolicy 1.3"
http://docs.oasis-open.org/ws-sx/ws-securitypolicy/200802
[SecureConversation]OASIS WS-SX Technical Committee Editor Draft, "WS-SecureConversation 1.4"
http://docs.oasis-open.org/ws-sx/ws-secureconversation/200512
[Trust]OASIS WS-SX Technical Committee Editor Draft, "WS-Trust 1.4"
http://docs.oasis-open.org/ws-sx/ws-trust/200802
scribe: sanjay: dug has typed in the text that is changed
scribe: MOTION: Tom R moves to approve just approved CD drafts for 60 public review
scribe: AI to chair to inform TC admin to publish new CDs for 60 day public review
scribe: motion approved by unanimous consent
scribe: next call in 4 weeks
scribe: AI to chairs to update TC calendar
scribe: sanjay: I had forgotten to review the action items... any objections?
Sanjay: http://www.oasis-open.org/apps/org/workgroup/ws-rx/members/action_items.php
anish: http://www.oasis-open.org/apps/org/workgroup/ws-rx/members/action_items.php
scribe: AI 135: done
scribe: AI 136: done
scribe: AI 137: sanjay reviewd TC process changes... don't think we need to change schedule
scribe: AI 137 done
scribe: AI 138: done
scribe: NEW ACTION: Editors to produce new CD versions of TC specs
scribe: NEW ACTION: chair to inform TC admin to publish new CDs for 60 day public review
scribe: NEW ACTION: Chair to update TC calendar
scribe: no other business
scribe: dug: any stragglers?
scribe: adjourned
