It seems that I didn't communicate the issue clearly to the TC. I have 
since discussed this with Monica and we came up with the following 
proposal that I think should be acceptable to the TC.

Mary, please start the ballot right away as specified in the previous 
email exchange with the DCR to the SX Committee Spec. If the SX TC does 
not manage to get their specs to CS level by NOVEMBER 30th 2008, then 
our CS will go through, except with references to the current CDs. If 
they manage to get to CS by that time, our CS will refer to the SX CS.

Thanks everyone for your patience in sorting this out.
