Title: Multiple supporting tokens of the same type?

Description:

Can a Policy have more than one supporting token (of the same type),
e.g. multiple SupportingTokens or multiple EndorsingSupportingTokens?

Proposed Resolution:

IMHO we need an "overall" ws-sp outline to define which assertions are
allowed at a specific level, for example similar to (a)symmetric binding
outline but for to top level policy file.
