Proposal for dealing with Issue 40

Here is a proposal for dealing with Issue 40 per my action item from
last weeks call.

/wst:RequestSecurityToken/wst:Claims
	This optional element requests a specific set of claims. In most
cases, this element contains
	claims identified as required in a service's policy. Refer to
[WS-Policy] for examples of how a
	service uses policy to specify claim requirements. The @Dialect
attribute specifies a URI to
	indicate the syntax of the claims. No URIs are predefined; refer
to profiles and other
	specifications to define these URIs.

/wst:RequestSecurityToken/wst:Claims

Typically, this element 
	contains required and/or optional claim information identified
in a service's policy. 

/wst:RequestSecurityToken/wst:Claims/@Dialect
	This required attribute contains a URI that indicates the syntax
used to specify the set of requested claims 
      along with how that syntax should be interpreted. No URIs are
defined by this specification; it is expected that profiles 
	and other specifications will define these URIs and the
associated syntax.
