RE: [ws-sx] Issue 84: Assertions with nested policy do not indicate it

I understood the syntax outlines at, for example, line 828, to satisfy
the requirement from line 352.

I agree with removing text that is redundant with WS-Policy. To that
end, we should probably remove all of section 3.1
