Title: Amend text for nested assertions in WS-SP



Description:

Currently the description of the nested assertions in WS-SP reads
something like;

"This optional element indicates that ..."

Some people have expressed confusion over whether such things are policy
assertions or just elements. 



Proposal: 

I propose we update the text for such
assertions to read;

"This optional element is a policy assertion that indicates that ..."

That is, insert 'is a policy assertion that' between 'element' and
'indicates'
