After further consideration, I see that I misunderstood the purpose of the <IssuedTokens> element. Please close issue 99 with no action.

 

However Tony is right. Why does a <IssuedTokens> element contain an RSTR instead of an RSTRC or a choice of RSTR or RSTRC? I will open a new issue about this.

Is the issue that your confused by <wst:RequestSecurityTokenResponseCollection> and <wst:IssuedTokens> as clearly there is a need to return multiple tokens on a single request.
