Title: non-normative information in normative part

Description:
Section 2 as a whole is normative except for some parts explicitly
marked as non-normative (i.e. Line 251 and 306).

Line 272-274 (in Section 2) provides just non-normative information
(these lines are used only to introduce non-normative WS-Federation
spec).

There might be cases where non-normative information is used to
describe normative portion of spec. But this is not the case.
I cann't guess the reason why these lines are necessary here.

Proposal:
Remove Line 272-274.
