The current specification provides no mechanism to express the
requirement to secure SOAP Messages with Attachments (SwA).

Proposed Resolution:

Add to sp:SignedParts and sp:EncryptedParts sp:SignedParts/Attachment
and sp:EncryptedParts/Attachment respectively.
