Similarly, the IP encumbrances of such member submissions are unclear as they relate to their normative reference in other specifications, as they only require the submitters to license in accordance with W3C Patent Policy only if and when portions of the submissions become part of W3C recommendations. The TC charter requires that such references be expressed in an abstract manner, which would alleviate such confusion.
