Does "In order to hit the OASIS May standards ballot schedule" mean  
to have a submission to the TC Admin by 15 May?

I note in the TC Process the following [1]:

"After the public review of a Public Review Draft the TC may approve  
the specification as a Committee Specification. If any comments have  
been received during the most recent Public Review period, that vote  
may not commence any earlier than 7 days after the last day of that  
Public Review"

Thus it appears that we cannot expect to submit to the TC Admin by 15  
April if there are any comments in a 15-day public review, since at  
best this would require a vote on or after 18th April. In addition,  
this date would be difficult even with no comments depending on the  
public review period.

Are we assuming a submission to TC Admin 15 May?
