As with all other assertions that use XPath, this assertion element should also explicitly state the following:
/sp:ContentEncryptedElements/@XPathVersion
This optional attribute contains a URI which indicates the version of XPath to use.
If no attribute is provided, then XPath 1.0 is assumed.
