This is not spelled out in the spec, there are assertions that help guide layouts and processing, like section 6.7

No, Tony, this is not about nested policies.

Maryann said that when applying policy assertions to a message before
sending, the security assertions are applied last.  When the message is
received, the security assertions are processed first.  I'm looking in
the spec for where this is spelled out.
