Error in the Issues List - Issue # 167

We recently noticed an error in the issues list.

Issue # 167 is categorized as an Editorial change to WS-SP 1.3.

But if you open the issue you will see that is actually a Design change to WS-T 1.4.

I realize that the issues list is not an official work product of the TC, but this caused us to initially miss this change in our list of new features in WS-T 1.4.

I suggest we fix it so others will not also overlook it.
