+1 to Rich's summary of events (just confirming the chain of events and discussions). I believe Rich was acting in good faith on behalf of the TC, however, from this point forward I will no longer accept any requests unless submitted by a TC Chair.

Also, Kim has already reviewed and approved the TC-Admin requested

Also, for further context, I am including below a timeline of events that
the doc has gone thru since we originally voted it to cd based on changes
to update the list of acknowledgements in February.

Since that time the only changes have been based on requests from TC-Admin,
which are mostly updates to reference links, and some clarifications around the
RFC 2119 issue, which included edits to remove any RFC 2119 usages.

Furthermore, TC-admin stated that the RFC 2119 section was required, but
that the conformance section should state that there are no conformance
requirements (which has been stated before and including cs-01, which
was approved last November). Following is from an email exchange w
tc-admin while clarifying the situation as action from Sep tc mtg (item 5):

"It's (RFC 2119) a required part of the templates. Your conformance section should
make it clear if there are no actual conformance requirements."

TC-Admin has started the ballot to approve the examples doc. Please vote:
    "Approve WS-Security Policy Examples as a Committee Specification"

We had originally planned to discuss further at this week's meeting, however,
TC-Admin said the doc was ready for the ballot, given the sequence of steps
(tc email records) that it had gone thru, so the ballot was started.
