Issue Details: Namespace URIs for this TC need to start with http://docs.oasis-open.org/ws-tx/... What comes next is up to the TC and is not yet the subject of mandatory OASIS guidelines. There is no special meaning to the value of the YYYY/MM and this could as easily be represented by a simply integer that is monatonically increased under specific circumstances - for example when an incompatible schema change is made so that the XML namespace of the schema needs to be changed. I propose that for action and namespace URIs, we replace http://schemas.xmlsoap.org/ws/2004/10/... with http://docs.oasis-open.org/wstx/2005/11/... The "2005/11" is an arbitrary choice - it is the date the TC was formed. The intent would be to fix namespace URIs early in the standardization process to encourage early implementation and not to change them unless we believe non-compatable change to the specifications require this.
