Issue Description:
Spec unnecessarily restricts anonymous ReplyTo in request response messages.
Issue Details:
Banning use of anonymous ReplyTo will cause many implementations of
WS-Addressing to use a second http connection to communicate the reply or
fault. In the case of http bindings, use of anonymous ReplyTo will allow
the response to be returned in the http response entity.
