WS-AT Interop document (Revision 4) uploaded

The changes to the interop document discussed over the last couple of days have been incorporated.

Changes:

1. Editorial changes to section 1.1
2. Scenarios 2.1, 3.1, 5.1, 5.2 and 5.6 have been updated.
