Issue Description:

 

Reliable recording of state transitions should not be required.
 
Issue Details

 

The statement “All state transitions are reliably recorded, including application state and coordination metadata” should not be required. Making it a requirement imposes unnecessary overhead and is unnecessarily constraining on implementations.
WS-BA can perform all of its design goals using presumed abort - i.e. only reliably recording at Completion time (for a participant), at Close time (for a coordinator). Implementation can conform with state tables and interwork
seemlessly using presumed abort without observing above requirement.
