I agree that we need to document the restriction that only root
coordinators can should accept Completion registrations.
I propose the following small amendment to the suggested resolution, to be
inserted before line 161 of WS-AT:

"The coordinator the Completion protocol MUST be the root coordinator of
the atomic transaction. The registration service for a subordinate
coordinator must respond to an attempt to register for this coordination
protocol with the WS-Coordination fault CannotRegisterParticipant.

"An initiator MUST NOT target a registration for the Completion Protocol

at a Subordinate Coordinator. The Registration Service for a Subordinate

Coordinator must respond to an attempt to register for this coordination

protocol with the WS-Coordination fault CannotRegisterParticipant."
