Issue Description:
The RPC portTypes defined in wsat.wsdl are optional and not useful for
interoperability. These are the portTypes defined under:
 <!--  Optional Syncronous RPC Port Types   -->

Issue Details:
Since the RPC portTypes are not useful for interoperability, they are
not useful at all and should be removed from the WSDL. These date back
to a time before the current state tables were defined and are not
compatable with the messages defined in the state table.
Given that the purpose of the specification is WS-AT interoperability,
the only portTypes the AT WSDL should define are the Mandatory
Asynchronous Messaging PortTypes.


Proposed Resolution:
Remove the optional RPC portTypes defined in wsat.wsdl i.e those defined
under:
 <!--  Optional Syncronous RPC Port Types   -->
Also remove from the wsat.xsd the types defined specifically for the RPC
portTypes.
Specifically the types Vote, PrepareResponse, Outcome and
ReplayResponse.
