It is inconsistent to initiate forgetting on receiving Prepared in Aborting
state
Issue Details
It is inconsistent that the Prepared/Aborting cell initiate Forgets - a
participant that has already gone prepared should not be forgotten until a
response is received to the Rollback.
Although
it is safe to forget about participants when rollback is sent to them, it makes
no
sense to start forget only when Prepared is received.
Proposed resolution
Make the action in Prepared/Aborting to be just Resend Rollback, and keep the
state in Aborting.
