Issue Description: The text in Section 3.2 of WS-C references rules that exist in the WS-Addressing specification and also provides descriptive prose on endpoint references. Suggest this be re-evaluated during RFC 2119 review to determine:

    * Any optional or normative language required
    * Any references to WS-Addressing to alleviate any redundancy

Proposed resolution (as discussed 2 November 2006):

Change from:
329 These Endpoint References may contain (opaque) 
wsa:ReferenceParameters to fully qualify the target
330 protocol service endpoint. According to the mapping rules defined in 
the WS-Addressing specification, all
331 such reference properties must be copied literally as headers in any 
message targeting the endpoint.

Change to (1):
These Endpoint References contain (opaque) wsa:ReferenceParameters to 
fully qualify the target
protocol service endpoint. Endpoint References are defined using 
WS-Addressing [add link] EPRs.

Change to (2):
These Endpoint References may contain (opaque) wsa:ReferenceParameters 
to fully qualify the target
protocol service endpoint. Endpoint References are defined using 
WS-Addressing [add link] EPRs.

Note, in the call, it was suggested that the first sentence may also be 
subject to deletion. This can be discussed by the TC. If standalone, the 
final sentence would still be consistent to earlier parts of this section.
