mm1: Yes, they both technically provide the same requirements as there
were changes such as in the policy element (from 2004/09). The Member
Submission is also consistent with what WS-RX (WS-Reliable Messaging
Policy) and WS-SX (WS-Security Policy) have referenced. The difference
is the actual namespace change. Thanks.
