Abstract bpel represent the human understanding of business protocols. Business protocols are descriptions of the public behavior of 2 or more parties who are engaging in one or more business activities.
Business protocols are part of a global model. A global model describes all parties involved and relationship to each other. The global model is out of scope, but the description of the observable behavior of participants is within scope. The observable behavior is always incomplete.
But I think that myself and Satish agreed (and nobody else disagreed) that the statement AbsBPEL can be used for representing business protocols is incorrect (see beginning of the minutes that you have included in your doc).
I think that the text above should be removed from the summary in order to reflect the sub-committee consensus.
