John,
Question 1: You had asked for a brief CEFACT summary. Attached in .pdf 
are pictures and verbage previously I had taken from the public plenary 
documents distributed at the reorganization last year (September 2002).  
I can no longer locate these documents on the UN/CEFACT or UN/ECE site 
(This does not mean they are not there, but I can not find them there 
for a URL reference).

Question 2:  Whether or not a CEFACT group can establish a liaison. This 
is the only specific reference that I can find in the ODP at: 
http://webster.disa.org/cefact-groups/tmg/ipr.html. BPSS is a technical 
specification and I believe therefore would qualify to establish a 
liaison, as could any other group at any level.
