You are not required to vote on issue 77. According to OASIS rules, a warning will be sent if a member fails to return two out of three successive ballots. If the member does not vote on the next ballot, membership would be terminated. Since we've used the web ballots mainly for administrative decisions rather than substantive work, we have not enforced this rule. If we start using the ballots for more of the technical work (like this one) we would probably start to enforce it, especially if we have trouble getting quorum. We discussed this in one of the meetings, and we will give a heads up if we get to this point. In the future we can offer an option to abstain.
