as i see it, this would be a pointless exercise unless the companies that
hold the initial IPR show any willingness to use such a license.

the alternative is to take a straw poll of TC member companies who would
vote against the spec with the IPR as it stands.  if that comes up
unfavorable for the standard, then there's a position from which to
negotiate.
