Issue 17 - Proposal to Vote

Proposed Resolution to Issue 17 - Close with no change to the specification.

Rationale - The issue was discussed on the mailing list with an apparent
consensus that the mechanism needed to make asynchronous communication occur
through an invoke should be implemented at the WSDL, not BPEL layer. There
never was, however, an actual motion to close the issue on this basis. Mike
Marin originally opened the issue and he confirmed to me in e-mail that he
agrees with the consensus and is happy to see the issue closed with no
changes to the spec.
